EU Support to Vocational Education and Training
(VET) in Azerbaijan
NIRAS Sweden AB as lead in a consortium with Eductrade (Spain) and A.R.S. Progetti
(Italy) has concluded a contract to provide Technical Assistance to support the
ongoing reforms in the field of Vocational Education and Training (VET). The
project is being implemented in cooperation with the State Agency for
Vocational Education (VET Agency) under the Ministry of Education of the
Republic of Azerbaijan, and funded by the European Union. The project has
started in January 2017 and will be implemented within 33 months. The overall
objective of this project is to enhance the attractiveness and labour market
relevance of all levels of VET.
The project is looking for an Intermittent Expert for Management Information System (MIS) that
will provide expertise and will coordinate activities in the following areas
under supervision of the Team Leader, in close cooperation with the long-term
and short-term experts, and related representatives of the VET Agency with the
following aim:
- Analysing
current MIS structure of the VET Agency on MIS management;
- Support
to preparation of Gap Analysis Report on available data;
- Develop/upgrade the MIS for VET depending on the
result of the gaps analysis;
- Development of technical specifications/supervising
the development of MIS in line with the MIS of the Ministry of Education;
- Support procurement expert;
- Support
the work of the Task Force/Working Group of the Ministry of Education;
- Support
in development of Concept Paper on the prosed MIS Structure for VET;
- Support
with workshops and trainings for the stakeholders;
- Implementation
of the MIS in VET.
General professional experience:
- Experience in monitoring and evaluation
- Experience with development projects
Specific professional experience:
- 5 years experience in MIS,
data collection and analysis, and monitoring related positions;
- Experience
with information management in education and/or training (preferable).

The job requires also travelling in the
country. The assignment will start in October 2017 and will end in August 2019
for a period of about 23 months.
NOTE: The
responsibility for payment of social insurance and income tax rests on the
employee.
NOTE: The project foresees
that the chosen candidate is not a civil servant, or terminated the contract/is
on leave from the beneficiary to take up the position of the expert.
