TERMS OF REFERENCE
FOR CONDUCTING A FEASIBILITY STUDY ON SOS CHILDREN’S VILLAGES PROGRAMMES

  • BACKGROUND

A child’s development to his or her full potential is best realised in a caring family environment. Recognising the role of the child in his/her own development, as well as the role of his/her family, community, state and other service providers, we work together with all relevant stakeholders to find the most appropriate response to the situation of children at risk of losing parental care and those without parental care”. (SOS Children’s Village Programme Policy)

SOS Azerbaijan plans to conduct a feasibility study to identify potential interventions, services and geographical expansion for SOS Children’s Village programmes, analysing the situation of children without parental care and at risk of losing parental care in Baku area, mainly focusing on its peripheral districts such as Khatai, Khazar, Surakhani, Garadakh etc., the areas which are more affected by the urbanization process. The report will be developed based on a wealth of most recent data and analysis, coming from official statistics, studies, and surveys, which represent the key issues related to the situation of children in Baku area, trends and perspectives. A comprehensive assessment/analysis of local realities, opportunities and commitments will be done in order to support formulation of realistic, targeted and applicable strategies for intervention in the field of child development.

  • Purpose:

The purpose of the study is to provide SOS National Association with a basis for decision to respectively revise an existing programme strategy and to indicate what type of interventions, services and activities are feasible in the best interest of children and identified target group.  
The study shall:

  • Picture the social environment of the target group (children who lost or are at risk of losing parental care) in the proposed location by providing an in-depth analysis of the situation of children without parental care and at risk of losing parental care, main child rights violations, the response from government and NGOs, and gaps in the current response that provide an entry point for an SOS programme.
  • Analyse the current local response to the needs of the target group and type of interventions and services most needed in the coming five years in family based care (Family Based Care (FBC) = SOS families and other forms of family based care), family strengthening (Family Strengthening (FS) = work with families of origin), and education.
  • Analyse the feasibility of an SOS programme in Baku and recommend the type of interventions (direct essential service provision, capacity building of local duty bearers and service providers, and/or advocacy), services and activities. Recommend the extension of districts beyond Khazar district (current focus area) where an SOS programme is most needed and can have greatest impact.
  • Specific activities:

(i) Review current regional and local laws (e.g. child welfare law), policies, strategies, statistics and reports related to the situation of children without parental care or at risk of losing parental care, also in regard to their educational needs
(ii) Revise the existing reports and the analysis of the report done in the area of child welfare system
(iii) Overview the analysis of the situation of children without parental care and at risk of losing parental care in the study location (Baku and its more disadvantaged areas)
(iv) Conduct stakeholder analysis of the study location.
(v).Conduct interviews and focus groups with local government authorities, NGOs and other stakeholders to outline potential modes of collaboration and public funding for family based care, family strengthening, and education activities.

  • Expected Outputs/DELIVERABLES

The deliverable is a comprehensive report in English and Local languages and follows the outline proposed below. The report should not exceed 20 pages.

  • Summary of key findings (in FBC, FS, and education)
  • Profile of person(s) who carried out the study
  • Description of data collection methods (e.g. who was interviewed, how many interviews/focus groups were carried out, which documents were reviewed)
  • Overview of a) the socio-economic and demographic situation (poverty, unemployment) b) the child welfare system (legislation, policies, major stakeholders), c) the education system in the location
  • Analysis of the situation of children without parental care and at risk of losing parental care in the study location:
    • Statistics of the past three years of a) number and characteristics of children placed in alternative care (How many, who are they: gender, age, disability, other?), b) number and characteristics of children and families at risk of separation, and c) current statistics on number, types, and capacity of local educational facilities (pre-school, primary, secondary, and vocational education)
    • Reasons why children at risk of losing parental care respectively are placed in alternative care (To what extent does child abandonment lead to alternative placement compared to removal of children by authorities?)
    • Child rights violations faced by children who a) lost parental care, and b) are at risk of losing parental care (e.g. Survival: no access to health services; Development: no access to education, poor living standards, no social security; Protection: abuse and exploitation; Participation: children not involved in decisions concerning them).
    • Conclusion: Do the numbers and the situation of children without parental care and at risk of losing parental care speak for or against an SOS programme in the location?
  • Analysis of the current local response to the needs of the target group and type of interventions and services most needed in the coming five years:
    • Existing governmental and non-governmental strategies, interventions, and services in the area of a) short and long term residential and family based alternative care (including de-institutionalization), b) family strengthening (work with families of origin), and c) education (Who is doing what? What are strengths and weaknesses of the current response?).
    • Interventions and services in the area of a) short and long term family based care, b) family strengthening, and c) education that are most needed in the coming five years by children from the target group and their care givers, and which currently do not exist or are insufficient (What are the unmet needs of the target group? What are the gaps in the current response?).
    • Willingness and interest of the local government to invest in improving family based care, family strengthening and education services/interventions for the target group.
    • Possibilities for NGOs to receive state funding (grants, subsidies, child allowances, etc.) and other kind of state support (manpower, infrastructure, etc.) for their activities.
    • Analysis of main stakeholders   in the study location(s) who can influence the start and development of the programme; their attitude and interest in the programme; their influence on and importance for programme success.
    • Conclusion: What are the gaps in the provision of family based care, family strengthening and education services? What are the opportunities for SOS to fill these gaps (e.g. active deinstitutionalization process)?
  • Conclusions on the feasibility of an SOS Programme:
    • Is it feasible to start or to continue an SOS Programme, including FBC (SOS families, other forms of FBC), FS (work with families of origin), and education in the study location(s)? In which location is a programme most needed?
    • In what type of interventions should SOS get involved in the location? Explain the reasons for proposing one or different types of interventions (i.e. direct essential service provision for children and families; capacity building of community structures, duty bearers, service providers; and/or advocacy) in FBC (SOS families and other forms of FBC), FS (work with families of origin) and education, and describe the proposed services or activities related to the proposed intervention(s).
    • What risks could SOS face in starting a programme in the location and how can the impact be mitigated?
  • SUPERVISION ARRANGEMENTS

The consultant will work under the supervision of the National Program Development Director. The consultant will work very closely with Program Advisors, and other staff as advised by NPDD in developing approach, design of tools, analysis of data and preparing the final report.

  • DURATION OF THE CONSULTANCY

It is estimated that the consultant will work over a period of one month (November 20- December 30, 2012).

  • QUALIFICATIONS/SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED
  • Advanced university degree and at least 5 years of experience of work in relevant area (social sciences, social work, psychology, social-pedagogy, community development, or economics)
  • Experienced professional communicator with knowledge of child protection and child welfare system
  • Knowledge of child rights issues. A thorough understanding of the situation of children without parental care or at risk of losing parental care, the legislation, governmental programmes, policies and strategies related to this target group, child protection issues in general, predominant child rights violations, and the socio-economic situation in the country.
  • In-depth knowledge of substantive social and economic issues and experience with producing rigorous analysis
  • Proven competence and experience in conducting social research
  • Excellent writing skills and excellent command of the English language
  • Previous publications on area of expertise
  • PERFORMANCE INDICATORS

Consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
