Call for Application for Trainers
to provide Advocacy Skills Training for Civil Society Organizations

The Socio-Economic Development Activity (SEDA) in Azerbaijan is seeking applications from qualified Azerbaijani trainers to provide training on advocacy skills for civil society organizations (CSOs) and CSOs networks in Guba-Khachmaz, Aran and Ganja/Gazakh regions as per the scope of work below.
 
Interested experts that will submit their application to serve as trainers for SEDA should have a proven track record in conducting high quality advocacy training programs for CSOs in Azerbaijan. Teams of two trainers are encouraged to indicate preferences for working as a team to provide the training.

SEDA will negotiate and sign a service contract with up to four selected trainers (hereinafter referred to as “The Trainers”).   

SEDA overview

SEDA contributes to the advancement of the socio-economic development at the regional level in Azerbaijan by providing support for community-driven socio-economic development projects and strengthening stakeholder participation in setting priorities for socio-economic strategies and programs in the regions. SEDA’s work focuses in Guba-Khachmaz, Aran and Ganja/Gazakh regions. SEDA is implemented in close cooperation with Government of Azerbaijan institutions at the central and local level, starting with the Ministry of Economic Development, SEDA’s key governmental counterpart, the Presidential Administration, Council of Ministers, and the State Council for Support to Non-governmental Organizations (NGOs), as well as the Executive Committees (ExComs) and municipalities in the regions where SEDA works.    

SEDA strives to achieve its goals through the implementation of three complementary components. Under the first component, SEDA works to: (i) revitalize and establish Community Development Councils (CDCs) in more than 100 rural communities in Guba-Khachmaz, Aran and Ganja/Gazakh regions; (ii) strengthen CDCs’ capacity through training, networking, information and experience sharing; and (iii) support 150 socio-economic development projects and 12 cluster projects in these communities. SEDA will particularly seek to support initiatives that develop professional skills of farmers, support agribusinesses, and introduce new practices of public housing management at the community level. 
Under the second component, through a combination of grants and technical assistance, SEDA works to build cohesive networks of non-governmental, governmental, and private sector stakeholders that work together on regional socio-economic development initiatives. SEDA will particularly seek to support initiatives that develop professional skills of farmers, support agribusinesses, and introduce new practices of public housing management at the community level. 

Under the third component, SEDA supports efforts by Government of Azerbaijan’s local and central institutions to develop and use an inclusive approach to regional socio-economic development, including preparation of a regulatory framework for local and central level citizen participation, as well as piloting of small scale public private partnerships.

  • Demand-driven training for CSOs

SEDA will conduct a comprehensive Advocacy Capacity Development Program for CSOs and CSO networks in the SEDA-targeted regions. More specifically, SEDA will organize Mid-level Advocacy Skills Workshops and Advanced Advocacy Skills Workshops for CSOs. The Mid-level Advocacy Skills Workshops will target staff and members from less developed or/and emerging CSOs and CSO networks, while the Advanced Advocacy Skills Workshops will target leaders, managers, and staff of more advanced and experienced CSOs and CSO networks. The training workshops will be held in the SEDA-targeted regions and individual citizens, as well as, interested government officials will be encouraged to attend.

SEDA will provide demand-driven and tailored advocacy capacity assistance to Azerbaijan CSOs that are in the framework of SEDA expected development outputs, effects, and impact.  SEDA will:

Organize and provide five two-day Mid-level Advocacy Skills Workshops for CSOs and CSO networks in Guba-Khachmaz, Aran and Ganja/Gazakh regions. The workshops will target Azerbaijan CSOs and CSO networks mainly based in these 3 regions and they are scheduled to take place in Guba-Khachmaz, Aran and Ganja/Gazakh regions during June – July 2013. Up to 25 men and women are expected to attend each workshop.
Training topics will include:

  • Strategy Development and Advocacy Cycle Management
  • Financial Planning and Resource Diversification/Mobilization Strategies
  • Public Relations and Communications for Advocacy Work

Organize and provide four two-day Advanced Advocacy Skills Workshop for advanced CSOs and CSO network in Guba-Khachmaz,Aran and Ganja/Gazakh regions. The workshops will target advanced Azerbaijan CSOs and CSO networks mainly based in these 3 regions and are scheduled to take place in Guba-Khachmaz, Aran and Ganja/Gazakh regions during July – August 2013. Up to 25 men and women are expected to attend each workshop.
Training topics will include:

  • Partnerships, Networking, and Coalition-building
  • Strengthening Partnerships with the Government
  • Public Mobilization and Advocacy Strategies

Scope of Work

SEDA is seeking to hire teams of two trainers to provide each or a number of the training workshops. The tasks and activities to be implemented by the Trainers in the framework of Advocacy Capacity Development Program for CSOs and CSO networks shall include, but are not limited to:
    

  •  For the Mid-level Advocacy Skills Workshops for CSOs and CSO networks in Guba-Khachmaz, Aran and Ganja/Gazakh regions
    • Prepare the training program
    • Prepare training materials, including methodology, training plan, agenda, handouts, and training evaluation forms
    • Provide trouble shooting during the training
    • Conduct training in Guba, Imishli and Ganja for target CSOs and CSO networks
    • Distribute, collect, and summarize responses for training evaluation forms
    • Prepare and submit training report.
  • For the Advanced Advocacy Skills Workshops for CSOs and CSO networks in Guba-Khachmaz, Aran and Ganja/Gazakh.
    • Prepare the training program
    • Prepare training materials, including methodology, training plan, agenda, handouts, and evaluation forms
    • Provide trouble shooting during the training
    • Conduct training in Guba, Imishli and Ganja for target CSOs and CSO network
    • Distribute, collect, and summarize responses for training evaluation forms
    • Prepare and submit training report.
  • Deliverables
  • The Trainers will provide the following deliverables:

    • Draft training agenda, methodology, training materials, and evaluation form for each workshop
    • Final training agenda, methodolgy, training materials, and evaluation form for each workshop, to address SEDA comments
    • Draft training report for each workshop
    • Final training report for each workshop to address SEDA comments.
  • Reporting
  • The Trainers will work closely with Oleg Amrahov, SEDA Project and Grant Manager, and will report to Ziba Guliyeva, SEDA Deputy Chief of Party, and Timothy Madigan, SEDA Chief of Party.

  • Required Trainers’ qualifications
  • Interested experts that will apply to serve as Trainers for the SEDA Advocacy Capacity Development Program for CSOs and CSO networks should meet the following requirements:

    • University degree in economics, social sciences, education or related fields;
    • Good knowledge of CSOs development in Azerbaijan;
    • At least five years of successful experience in providing training on advocacy skills; 
    • Skills in developing informative and interesting training materials;
    • Ability to work in a team of two trainers;
    • Excellent communications skills;
    • Initiative and resourcefulness;
    • Excellent computer skills;
    • Excellent knowledge of Azeri language
    • Knowledge of English is desirable.
  • Application
  • Interested applicants should submit the following documents:  

    • Updated CVs highlighting experience in providing high quality advocacy training for CSOs;
    • Names and contact addresses of three references for their work as trainers (preferably former clients that have used the applicants’ training services);
    • Bio data form  (see document attached and provide data in gross amount in AZN);
    • A cover letter to indicate: (i) the applicant’s availability to engage part-time with SEDA during June – August 2013 highlighting potential days when the potential applicant will not be available to provide training; and (ii) training topics from the lists in section II that the applicant is capable of delivering; (iii) other trainer(s) that could serve as co-trainers with the applicant; and (iv) applicant’s contact addresses.
