WWF Azerbaijanhas received financing from the World Bank (through WWF International) toward the cost of the regional Program European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II, and intends to apply part of the proceeds for consulting services. The consulting service (“the Service”) involves the Translating and Interpreting from Azerbaijani into English and from English into Azerbaijani. Two specialists will be hired – a Senior Translator/Interpreter and a Translator/Interpreter. The expected time of commencement of the service is end of April 2014. The assignment will last till the end of December 2016. Additional details are given in the Terms of Reference, attached to this announcement.

The WWF Azerbaijan now invites eligible translators/interpreters to submit a CV demonstrating that they have the required qualifications and relevant experience to perform the Service. The provision of Cost Estimate of Services is optional at this stage. The minimum selection criteria are:

For the Translator/Interpreter

  • University or college (or equivalent) diploma/degree of an interpreter/translator (English language)
  • Extent of overall working experience as a translator and interpreter (English-Azerbaijani and Azerbaijani-English)
  • Extent of working experience in simultaneous and consecutive interpretation in forestry or a related field (English-Azerbaijani and Azerbaijani-English)
  • Extent of working experience in translation of documents in forestry or a related field (English-Azerbaijani and Azerbaijani-English).

for the Senior Translator/Interpreter

  • The same as above, plus good coordination and report writing skills.

Applicants can apply for one or both positions. If application is made for both positions, the priority should be clearly indicated. The best qualified candidate would automatically qualify for the position of the Senior Translator, while the second best candidate – for the position of the Translator.
The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, setting forth the Bank’s policy on conflict of interest and eligibility. A Consultant will be selected in accordance with the Selection of Individual Consultants method. Your experience and qualification shall conform to the requirement as specified in the terms of reference. The CV will be evaluated for the qualification and experience of the candidates in accordance with the following criteria:
           

    (i)   Overall experience as a translator/interpreter -  40                   
    (ii)  Qualifications and competence specifically for the assignment -  60                   
    Total Points:  100

Interviews might be held, if deemed necessary. The best qualified translators/interpreters will be invited to contract negotiation.
