Purchasing Director

Purchasing Director Job Purpose
The Purchasing Director guides and manages the Purchasing Department to procure services, equipment, raw materials, parts, and goods for the Company through the development and implementation of strategies, plans and the management of supplier relations. He is responsible for comparing costs, service, and quality to ensure the best products, negotiating price, and planning and controlling inventory.

Purchasing Director Job Duties
• Develops and implements procurement strategy, and policies.
• Forecasts procurement needs; create and implement KPI’s such as delivery on time; quality; quantity bought over required; purchasing cost; cost of purchasing units; transaction cost unit of purchasing; suppliers rating.
• Addresses any variations in the forecasted procurement plans during the progress of any project.
• Continually develops expertise to support growth for new projects; monitors macro trends in supplier and contract base and implements plans to react.
• Develops and manages effective relationships and partnerships with key suppliers; develops Master Lists of suppliers and service providers, and regularly updates database on the basis of a vendor questionnaire.
• Conducts technical and financial analysis (comparison analysis) of suppliers and service providers; develops comparison sheet and ranks suppliers according to technical and financial score.
• Prepares list of potential suppliers with recommendations.
• Leads the Purchasing staff in all phases; identifies and develops training opportunities in coordination with HR Department; assists in training of his staff.
• Reviews quotations; Prepares purchase requisitions, approves and issues purchase orders in accordance with Company policy and negotiated terms and conditions.
• Maintains procurement files; tracks purchasing activity and measurements.
• Discusses defective or unacceptable new goods or services with users, vendors and others to determine cause of problem and take corrective and preventative action.
• Ensures supplier compliance with site and company requirements for safety.
• Responsible for planning, developing and buying raw materials, parts, supplies and equipments in a timely and cost effective way; timely manner while maintaining appropriate quality standards and specifications.
• Manages relations with suppliers and brokers.
• Undertakes price negotiations to lower the cost and secure agreements.
• Liaise with Accounting Department to ensure accurate and timely payment of invoices, as necessary for the business with the supplier.
• Develops contingency plans related to key suppliers and service providers; extracts lessons learned from process cycle.
• Continuously monitors suppliers and service providers’ performance and recommends corrective actions to address low suppliers and service providers’ performance.
• Supports bidding teams with regards to procurement matters during the tendering preparation.

Education and Experience
• MBA degree is as asset. 3-5 years of relevant contract and procurement experience. Experience in leading or managing a team in a fast paced environment.
• A minimum of 5 years of broad indirect Purchasing experience, facilities hard and soft services experience is an asset.
• Working experience in cross-functional project teams is considered as a strong asset. Ability to coordinate multi-functional teams.
• Excellent organizational and project management skills.

Skills and Requirements
- Excellent negotiation skills.
- Ability to work effectively under pressure.
- Knowledge about budgets and finances, Microsoft Office programs and the state-of-the-art purchasing software.

- Team player, self-driven, taking initiative, enthusiastic.
- Analytical and communicative, creative, problem solving and attentive to details.
- Willing to travel in the designated area.

Languages
Excellent command of written and verbal Azerbaijani. Very good working knowledge of English or Russian is a must, and of both is an asset.

Compensation and Location
Starting salary is AZN 1,000 per month. Because head office and production facilities are located in Jalilabad, the Purchasing Director will spend most of time in the region initially. However, s/he will be able to manage work from Baku office as the company plans to open a Baku office soon.
The company covers medical insurance and travel and accommodation expenses in the town of Jalilabad.

Woodpecker Furniture Factory at Dalga-94 LTD currently employs over 183 staff across Azerbaijan. We are producing furniture for kitchen, living room and bedroom, and working on expanding variety of our products. Raw materials and parts used in our manufacturing processes are mainly imported from China, Russia and Turkey. Within the coming decade, Woodpecker aims at fully integrating into the global market.
