Accounting and Finance Manager – Local Long-Term Position

Purpose

Sibley International announces this vacancy to engage one long-term local staff to serve as an Accounting and Finance Manager to manage finances and accounting for the ACT project. Responsibilities include managing the bank account, invoicing, documenting, and payroll supervision.  The staff member will report to the COP or her designee.

Background

USAID’s Azerbaijan Competitiveness and Trade (ACT) Project is a three year project implemented by Sibley International that aims to improve the legal and regulatory environment for businesses, create a more open and transparent trade environment, and strengthen value chains in Azerbaijan (especially in agriculture).  As a member of the ACT Operations team, the Accounting and Finance Manager will assist in the administration of project related issues as deemed necessary for the efficient implementation of the project.

Period of Performance and Specific Tasks

This work will take place in Azerbaijan starting on or about May 1, 2013, or as soon as approved, for the duration of the project subject to satisfactory performance.  The Accountant and Finance Manager shall:

  • Manage and coordinate project budgets with Home Office Management and COP oversight;
  • Reconcile project accounting and provide back-up documentation of all financial transactions for inclusion by the Home Office into bimonthly invoices to USAID;
  • Conduct monthly audits of local expenditures as reported by the Field Office including local bank reconciliation and US dollar expenses and petty cash account;
  • Review all local expenses for billing purposes;
  • Produce accurate and timely financial reports bi-monthly;
  • Prepare financial analyses and forecasts;
  • Prepare bi-monthly cash forecasts for Chief of Party’s review and approval;
  • Monitor vendor invoices and disburse payments upon approval of the COP;
  • Identify areas of budgetary concerns;
  • Review expense reports for compliance with USAID regulations and authorized expenditures;
  • Maintain a log for project inventory list of equipment according to USAID requirements;
  • Disburse grantee payments in accordance with terms and conditions of grant agreements and conduct periodic financial audits on grants as requested;
  • Make calculations of employees’ withholdings for appropriate local agencies (Social Security Administration, Tax Department) in accordance with local law;
  • Audit field employee time sheets to ensure accuracy and timely submission;
  • Process monthly payroll and corresponding deductions by the 5th business day of the month;
  • Ensure duplicate copies of salary, subcontractor and grant documents are sent to the home office on a monthly basis;
  • Update accounting package for all payment vouchers and complete monthly reconciliation with home office;
  • Review local subcontractor invoices for compliance (accounting) and allowable expenses, ensure all required backup documents are included and that payments are within contract budget;
  • Liaise with local subcontractor to resolve issues related to invoices;
  • Complete bank reconciliation and coordinate funds transfer transactions with the bank;
  • Monitor and ensure all advance payment are settled by vendors;
  • Maintain analysis of budget, expenditure, variance etc. of key purchase orders, training activities, grants and subcontractor invoices; and
  • Provide financial reports as and when needed and are requested by management.

Qualifications

  • University degree in  accounting, finance, economics, business administration or related degree
  • Fluent English
  • 3-5 years of experience in accounting
  • In depth knowledge of USAID regulations
  • In depth knowledge of Azerbaijani accounting laws
  • Strong written and verbal communications skills

Reporting

In executing this scope of work, the Expert shall report to COP, Melani Schultz, or her designee.
