EU Support to Vocational Education and Training
(VET) in Azerbaijan
NIRAS Sweden AB as lead in a consortium with Eductrade
(Spain) and A.R.S. Progetti (Italy) has concluded a contract to provide
Technical Assistance to support the ongoing reforms in the field of Vocational
Education and Training (VET). The project is being implemented in cooperation with
the State Agency for Vocational Education (VET Agency) under the Ministry of
Education of the Republic of Azerbaijan, and funded by the European Union. The
project has started in January 2017 and will be implemented within 33 months.
The overall objective of this project is to enhance the attractiveness and
labour market relevance of all levels of VET.
The project is looking for a Junior Short-Term Expert for VET Communication and Media that will
provide expertise and will coordinate activities in the following areas under
supervision of the Team Leader, in close cooperation with the long-term and
short-term experts, and related representatives of the VET Agency with the
following aim:

the assessment of existing
awareness raising and communication policies, tools and techniques and develop
recommendations;

analysis of the local
conditions, local mechanisms of stakeholder relations, available national and
regional media (outreach and popularity, broadcast of education programs,
program and openness to cover VET issues, target audiences, political and
societal influences);

development of the awareness
raising and communication VET strategy (identifying and formulating strategic
goals, SWOT analysis and strategy elaboration);

development of the Action
Plan tools, techniques (pull and push factors, using on new media, development
of success stories, branding and marketing of VET, development of VET
information e-platforms, tools for web-videos, webpages, social networks,
gender focused campaigns, promotion of specific occupations, communication of
the private sector needs);

To
develop and implement a communication strategy and to take care of the
visibility and public relations of the Project.
Qualifications and skills
General:
Minimum
requirements:

A university degree in Public
Media and Communication
-
Fluency in oral and written
English and Azerbaijani
-
Computer literacy
Preferred
requirements:
-
Command of Russian language
would be an asset
General professional
experience:
-
Proven experience in
communication and promotion
-
Good communication and
writing skills
Specific professional
experience:
Minimum
requirements:
-
3 years experience in
developing the communication related documents (guidelines, communication
tools, using on new media, development of success stories, branding and
marketing, development of information e-platforms, tools for web-videos,
webpages, social networks and promotion strategy, etc.)
Preferred
requirement:
-
Experience with communication
in the field of education and in particular in VET would be an asset
-
Trainer and facilitator
experience is an advantage
The assignment is intended to start in
November 2017.
NOTE: The
responsibility for payment of social insurance and income tax rests on the
employee.
NOTE: The candidate to be selected
cannot be a civil servant or having a contract with the beneficiary of the
project, or should have terminated his/her contract as civil servant or with
the beneficiary.
