Job Announcement

Engineer

An international development program that contributes to strengthening citizen engagement in socio-economic development at the regional level in Azerbaijan is seeking to hire three Azerbaijani citizens to serve as Engineers in the regional offices in Guba-Khachmaz, and Ganja-Qazakh regions. The work will require extensive travel to the regions.

Responsibilities and tasks

Engineer will be responsible for a wide range of planning, engineering, and construction support tasks for the implementation of individual and cluster socio-economic projects in the respective region. He/she will complete the following tasks:

  • In cooperation with the CDC, identify primary and alternative site locations in the respective community and assess the existing condition that can possibly affect design of the community-driven socio-economic projects;
  • Determine the project site requirements for inclusion in the project technical description, including security, site safety, working hours, hauling routes, disposal areas, staging areas, and utility interruptions;
  • Assess the structures of the identified facility and prepare assessment report;
  • In cooperation with the CDC, develop Project Technical Descriptions (that include detailed technical designs, computer-based drawings, budget estimate, implementation plan, Environmental Assessment Checklist, support letters and permits) for individual and cluster projects, that is in compliance with Azerbaijani regulations and procedures;
  • Assist the Environmental Manager to conduct environmental impact analysis for individual and cluster projects and prepare environmental impact mitigation plans;
  • Research the site plan and building permitting processes and coordinate with the respective community to obtain license and permit approvals related to the respective project;
  • Regularly monitor the work of construction companies in the respective community to ensure that they comply with all aspects of the technical design and environmental compliance requirements.
Required qualifications:
  • Degree in general engineering, architecture or related field;
  • Engineering or/and architecture license qualified to stamp and certify technical designs;
  • Minimum five years of experience in construction and infrastructure rehabilitation project design and engineering;
  • Knowledge of relevant engineering software;
  • Familiarity with Azerbaijan’s environmental, procurement, design, and construction regulations/guidelines;
  • Good understanding of community development initiatives and socio-economic development in Azerbaijan;
  • Experience in working with international organizations is a plus;
  • Impeccable professional and personal integrity;
  • Excellent communication skills in Azerbaijani, knowledge of English is a distinct advantage;
