Location
  • Goranboy Liberated Area- Agjakend. Three villages: Topdan, Tapgaragoyunlu, Shafag
Institutional delivery mechanism & roles Consortium with CARE as prime:
  • CARE: Participatory (re)construction of shelters, community development, rehabilitation of community infrastructure with planned interventions, community-identified interventions and micro projects, provision of seeds and training in agriculture
  • SCF: Health, Improved information Access, community development and formation of Village Health Committees, training in PHC interventions

  • Agriculture: revitalize the agricultural sector within 3 clusters of Goranboy area.

Health    
Target popul.   3,664 residents & returnees
Indirect clients   4.007 will have access to health and info services (Kharkhaput, Garachinar, Zeyva, Tap Rus, Erkedj, Manashid and Buzlug)
Purpose   To develop and strengthen the capacity of community-based organizations to develop effective solutions to local health problems including continued availability of supplies and improved services.
Major Activities  
  • Formation of VHC which will be the formalized community representation in the community.
  • Sustainable Mechanisms for Supplies and Services.
  • Development of a Revolving Drug Fund (RDF).
  • Training of rural MoH staff in specific PHC interventions.
  • Multi-channeled information, education and communication (IEC) through VHCs MoH personnel and volunteers.
PHC   PHC:
  • Childrens Health: focus on pediatric training for local providers with emphasis on ORS, EPI, malnutrition, worms
  • ARI and CDD: training will be based on WHO training courses. Key activities will be to promote exclusive breast feeding, recognition of key danger signs, when to seek medical help
  • Child Nutrition: Focused messages through VHC to promote good feeding and nutrition practices at the household level; brochures
  • EPI : improved community awareness of vaccinations
  • Womens Health: training maternal care providers, mobilizing VHCs and families for support of pregnant women, access to improved quality of care
  • Personal Hygiene and Sanitation: through health education
Health Education   Health Education:
  • Local MoH trained according to international treatment standards after survey of needs and interests
  • ARI and CDD training will be based on WHO training courses
  • SC will provide extensive training to a VHC nominated health provider liscenced to dispense basic medications
  • VHCs and community health education volunteers will be trained by SC
Supplies   Provision of Supplies
  • SC supply of essential drugs and basic supplies for 1st 12 months
  • SC to assist with development of revolving drug fund
Nutrition   Nutrition
  • Baseline survey of KAP
  • Information dissemination through brochures and trained VHCs
  • RFDs will provide free iron/folate for pregnant women
Implement. model   VHCs will be trained and in turn will provide IEC through focuse health messages; MoH doctors, caregivers and midwives will receive training to international standards
EOP (20 months)  
  • 7,664 individuals have access to strengthened PHC activities
  • 7,664 individuals have access to information, education and communication in support of improve health and nutrition
  • 3 Village Health Committees trained ( 4-5 in each village)
  • Trained MoH staff in project communities
  • 3 Revolving Drug Funds operational
  • Training in pharmacy management will strengthen local capacity for appropriate and rational drug managenent
Linkages  
  • Linkages with SCs other projects in Azerbaijan. All above interventions coordinated with Community Development component of project.
Shelter    
Purpose To provide each family with a safe, hygienic, weatherized house or shelter (standard SSUs will be provided for IDPs and refugees).  
Clients Residents, IDPs and refugees living within the boundaries of Tapgaragoyunlu, Shafag and Todan with damaged or temporary housing.  
SSUs to be done reconstruction: 200 units:
  • 93 destroyed or with extensive damage
  • 44 with moderate damage
  • 63 with minor damage

shelters: 25 units

  • 25 SSUs for refugees and IDPs
 
Cost per family Material costs:

$2,500 for reconstruction or extensive repair
$1,500 for moderate repair
$600 for minor repair
$600 per SSU

 
EOP (19 months) Improved Living Conditions
  • 93 families living in reconstructed severely damaged houses
  • 44 families living in repaired houses (for moderately damaged)
  • 63 families living in repaired houses (for minorly damaged)
  • all IDP families living in shelters (maximum no. of IDP families is 25)
 
Linkages Project procedures and tools will be adapted from CARE sub-office in Imishli, staff exchanges and information-sharing with this sub-office is planned. All interventions coordinated with Community Development component of project.  
Com. Infra    
Major activities Social Infrastructure
  • 3 multifunctional health posts constructed in each village with community contribution of some materials and unskilled labour.
  • 3 village schools reconstructed with community contribution of unskilled labour.
  • 6 community-defined facilities constructed
  • 20 community infrastructure microprojects meet the needs of 20 successful applicant groups within the community, as well as providing all applicants with training in project design, implementation, monitoring and evaluation.
  • 3 Community Action Team formed and trained in order to manage community projects.

Agricultural Infrastructure

  • 3 existing irrigation systems completed / rehabilitated on a participatory micro-project basis, with community contributions to labour, planning, monitoring and evaluation; and a community commitment to maintenance and upkeep via a Water Users Association.
  • 3 Renewable energy system installed in each target village on a participatory micro-project basis, with TA and capacity building

Economic Infrastructure

  • village marketplaces identified and cleared

Linkages All interventions coordinated with Community Development component of project. Project procedures and tools - such as training programmes for micro-project participants - will be adapted from CARE sub-office in Imishli, staff exchanges and information-sharing with this sub-office is planned. TA and support (loan of Agricultural engineers) from CARE International in Georgia for renovation of irrigation systems.  
Mass Information    
Purpose  
  1. Improved mechanisms for dependable and accurate program information on current and expected conditions
  2. Improved information linkages to facilitate IDP integration with Azerbaijan citizenry
Clients   7664 individuals
Main Activity   Two mechanisms:

Passive- Pamphlets, Posters, Message boards, Community libraries

Active- Monthly town meetings, Seminars, Guest presentations, Childrens events

EOPs (19 months)   Improved information linkages for 7664 residents of target villages and satellites on issues of relevance to farmers, women, victims of war and other interest groups defined by the community.
