Disabled people NGOs.
1.1 Disability Awareness Programme.
Articles: Two articles on disability issues were
published in March. The first one, highlighting violation of
disabled peoples rights, was published at "Hurriyyet"
on the 12.03.98, the second one - in the "Vetendash
Hemreyliyi" on 31.03.98. The second article was devoted to
the discussion on the question, "Should the government
encourage prevention of the birth of disabled children or is it a
violation of human rights, and what is the level/degree of
intervention of society" .
It is expected to activate and focus public opinion on this
question .
Posters : The second Poster, motto of
which is "I had to be strong inside to become strong
outside" was produced and now copies are being distributed.
TV Programmes: The 4th TV programme from
the "It is Us" series, named Rights of disabled
People is announced in TV programme-newspaper. This film
will be broadcasting on April 2 at 17.40 p.m. and repeated
the next day at 12.30.a.m.
1.1.2 Disabled Women Group (DWG).
The work of the psychological, information and employment
subgroups is going on.
DWG organised the celebration of the Novruz and Gurban Bayram.
New groups of Disabled Women are being organised in Gandja and
Sumgait. DWG linked with Disabled Women from Sheki. The training
on NGO work has been done for the members of DWG. Some articles
for the Regional Disability Newsletter were produced.
1.1.3 Information centre for the disabled people
The centre is providing free consultation and disseminate
information to disabled people on the following issues:
disability law, addresses of the required institutions and codes
and legislation of the Azerbaijan Republic.
During the March 123 people attended the centre requesting
information and advice. The total number of enquiries in the
following categories were:
- Rights of Disabled people 47
- Humanitarian Aid (Social protection) 31
- Medical Treatment 36
- Utilities privileges 12
- Education 8
- Employment 22
- Creation of farms 7
The geographical area of people applying for advice and
information has extended beyond Baku with enquiries now coming
from Guba and Sheki as well.
The information sheets on privileges for Disabled people and
the list of organisations dealing with the medical rehabilitation
of disabled people were produced.
The Centre is open from 10.00 till 18.00 except Sundays.

1.2 Women's NGOs.
1.2.1 Training on Rights and Laws for IDP women at
Oxfams Community Centres
Women Rights Defence Association - This project is to
hold a training programme on Rights (Human, Womens,
Educational, Civil and Public, Refugees Law) for the IDP
women at the 29 Oxfam community Centres in Barda (south and
North), Terter, Yevlakh, Sheki and Mingechevir in order to
increase their Legal Awareness and self confidence. First
training "Human rights and Democracy culture" was held
in 16 communities. The second training on "Cultural
Right" was held in 13 communities. It was found that women
who participate in the second training were more interested in
rights issue and they requested more literature on legislation or
a library. Questions arose about the development of community
capacity (income generation projects, schools for their children,
some health problems). The training is considered as very
important by the women because, according them, it is the only
link between them(IDPs) with the "Big World".
1.2.2. "Monitoring of Womens Rights" -
Human Rights Centre
This project is to produce a newsletter in Azeri, English and
Russian on a 10 day basis. The focus of the newsletter is the
review of the womens movement in Azerbaijan and reporting
on observance of womens rights. From March the newsletter
will be distributed among International and local NGOs and
Foreign Embassies as well. There were produced 3 editions (Azeri
and Russian) in March. The hard copies have been sent to the
local Womens NGOs, Government Institutions and
International NGOs. At the moment English version of the
newsletter is prepared.
1.3 Other NGO's.
1.3.1 Legal Advice Centre
Independent Lawyers Centre - This project is to
organise and develop a Legal Advice Centre (LAC) to provide free
access to legal advice and to a library on current legislation.
Two lawyers and the clerk are working full time, 6 days a week
(except Sundays) at the Centre and give free consultations on
local legislation to everybody, on a "drop in basis".
During March, 53 people used this service. Majority of queries
were on housing issues (40%). The rest was Fringe Benefits (17%),
Information (17%), Criminal law (8%),Civil Procedure (8%) and
others. LAC produced their first bulletin (in Azeri) and 2
information sheets on the most frequent queries were produced.
LAC organised a lecture on a theme "The Standards of
European Legal Proceedings and Trial Observation" with the
participation of lawyers from the International Commission of
Jurists - Ewa Lilliesk and Federica Donati.

1.3.2."Consulting Centre on further development of the
private sector and farming"-"VATAN"-
this project is to organise two Advice Centres on creation and
further development farms in Saatli and Sabirabad districts. Two
advisors at each centre will help the inhabitants of the 18
villages both local population and refugees (about 34850 people)
in farm creation and development of agricultural enterprises and
make links with the potential investors as well. During March
"Vatan" was doing preparation work for project
implementation.
Current projects under consideration by OXFAM for funding
are as follows:

2. BARDA MONTHLY REPORT
1. ECHO PROJECT
1.1. Production and Distribution of Sheets, Woven Floor Rugs
and Knitted Clothing
During the month, collection of outstanding items continued.
(Please see appendix on Local Production).
1.1.2 Equipment for Disabled
Monthly meeting was held on the 17th March. Regional Adviser
on Disability and Programme Officer based in Baku were present.
The meeting was a follow up on the first meeting held in
February.
The agenda of the meeting was basically on (a) History of
Oxfam work on disability in Azerbaijan, (b) Traditional, Medical
and Social model on disability; Oxfams chosen model (c)
Current Programme on disability (d) forthcoming survey funded by
Oxfam.
The survey on Disability commenced on the 17th March and still
is in progress. Ten (10) people are covering the focus group in
Barda town whilst those from the settlements are done by
Womens Group Leaders (WGLs).

1.1.3 Water Scheme (ECHO CAMP)
A sub-artesian well to provide potable water in Goranboy ECHO
constructed settlement is now completed . Water scheme in
Goranboy camp is in good progress.
Work on provision of hot water to the bathhouse at Mingachevir
ECHO settlement has started and at the moment is nearly completed
a washing place at the bathhouse will be built where most of the
women from the camp come to do their laundry.
Construction of Sheki water scheme has also started at the end
of this month. New centrifugal pump shall be installed at the
source and additionally new water tank shall be erected in the
camp in order to provide sufficient water to the upper part of
the camp.
Water schemes for Yevlakh and Guzanly ECHO camps has been
designed and ready for tendering.
1.1.4 Water Schemes (Small Settlements)
Construction of small water schemes has started in the
following settlements:
-Barda North Shatirly
Yeni Dashkend
- Tartar Garagoyunlu
Sahlabad
Till the end of this month out of 15 water schemes 2 are
completed in Hasangaya and Ayrija School, 4 are under
construction and 5 are ready for contract.
1.1.5 Latrines
Repair of latrines in Yevlakh and Mingachevir ECHO settlements
commenced at the end of this month. 101 double latrines will be
constructed in Yevlakh ECHO settlement and 44 existing ones will
be repaired in Mingachevir ECHO settlement. Pits for these
latrines, in both camps, will be lined with limestone blocks and
raised above ground level.
1.1.6 Shower Cubicles
Construction of six bathhouses, with 6 shower cubicles in
each, has been started this month in the following settlements:
- Barda North, Hasangaya farm 1
- Shatirly school 1
- Tekhnikom Yard 1
- Barda South, Stadium 1
- Tartar, Sahlabad kndrgrtn 1
- Garagoyunlu School 1
Construction of 2 bath houses, Aryija cattle farm and Sheki
ECHO camp, are completed and 8 bath houses are under construction
(totally, 62 shower cubicles).
1.1.7 Pest Vector Control
All 300 sets of standard items consisting of rat traps,
plastic netting (5m per beneficiary) and fly swat have been
procured and are now ready for distribution. Cutting of Plastic
netting (5m length) in progress. The items are included in the on
going distribution.
1.1.8. Shelter Repairs
29 small repair kits have been distributed in March in the
following areas:
- Barda South 20
- Tartar 9
Distribution of small repair kits is completed. Totally 211
kits have been distributed to 211 most vulnerable families who
reside in self-built mud brick or reed houses with greater need
of materials for repair.
In order to improve the living conditions of people who lives
in the public buildings rehabilitation work has started in the
following buildings:
- Barda, Tekhnicom building 101 families
- Tartar, Soylan kindergarten,
- culture house, Soviet building,
- Shop and Medical point 20 families (work is completed)
1.1.9 School Room Repairs
Designs and estimates for repair of 2 schools in Kham Torpag
have been completed and will be contracted in April. Total number
of classrooms in these schools are 13.
1.1.10 Community Centres
During this reporting period construction of the community
centres is completed in the following settlements:
Barda North, Ayrija Farm (1) and Barda South, Kham Torpag (2)
Totally, construction of 14 community centres are completed.
The last community centre is planned to be constructed in Guzanly
School and work is due to commence in April.
1.1.11 Childrens Group Materials
Handicraft materials have been distributed in all centres.
Currently, the teenagers (girls) groups are teaching younger
girls to knit. Soft wool and cotton (for stuffing) will be
provided to enable the girls to make knitted teddy bear dolls for
distribution to children under 5s in their community.
A set of 7 story books for children, courtesy of BUTA were
also distributed to all community centres.
1.1.12 Community Group Materials
The link with other international organisations and local NGOs
continued during reporting period. The sessions were received
with great enthusiasm from the WGLs. Information is currently
being given to women in their respective settlements.
Womens Training:
Relief International (RI) on Womens Health. RI utilises
community centres during examinations; information dissemination
radiating from the community centre undertaken by WGL. A report
on the reproductive health well being of the settlements they
have visited is forthcoming.
MSF - Khanlar held a training on Womens reproductive
system and how it works. It also covered contraceptives.
The Defence of Womens Rights Association is a Baku based
local NGO and a recipient of Oxfam country grant. This NGO is
being linked in Oxfams traditional programme area. Recently
this NGO held sessions in the community centres on the topics of
Human Rights and Democracy and Culture.

1.1.13 Road Repairs
Construction of gravel roads in 4 ECHO constructed settlements
is completed.
1.2. DISTRIBUTION
Oxfam has co-ordinated with organisations like World
Vision-Mingechevir, IRC-Agjabedi and CAD-Mingechevir mainly to
exchange lists in order to avoid overlapping where quilts and
seeds will be distributed.
Training on distribution and documentation held. Extra
labourers and Warehouse Manager participated in this training.
Distribution of relief items under 1997-98 ECHO programme is
in progress.
2. NOVIB INCOME GENERATION PROJECT
A greater number of people are becoming interested to this
programme. In this reporting period 2 requests have been received
for setting up further groups.
One saving and credit group "Ojag" from Sheki has
applied to Oxfam for a lone. A contract procedure is being
formulated to issue lone. It is expected that the first loan will
be issued in mid April.
Evaluation of Saving and Credit pilot programme was carried
out on 16,17 and 18 March by Gladys Agar (CR, Oxfam, Azerbaijan),
Camilla Whiney (RCA, Oxfam) and Chidananda Sharma (PM, Oxfam,
Zugdidi). Two reports highlighting the strength and weakness of
the programme and recommendations for the future have been
produced.
A new proposal for the continuation of this programme is under
process which includes the recommendations of the evaluation
team.
In this reporting period the whole saving and credit team was
busy in providing support to the groups.
