NARRATIVE MONTHLY REPORT FORM

I. GENERAL INFORMATION

3. Title of operation: Support to vulnerable communities in and around IDP/Refugee settlements in Azerbaijan to improve living conditions and enhance livelihoods through improved shelter, water supply, health/sanitation and income generation interventions

4. Location of operation: Barda, Azerbaijan

II. NARRATIVE REPORT

5. Objectives of operation:

    Objective 1: To provide technical and capacity support to Steering Committees formed under ECHO funded programme in 1998/99 and to organise community action groups in the new sites.

    Objective 2: To improve the public health conditions of vulnerable IDPs in the new communities.

    Objective 3: To improve basic health services of the most vulnerable IDPs in both newly identified and old settlements, located far from health centres, through the provision of revolving first aid drug fund; and with the provision of facilities and training for the establishment of Community Managed Health Insurance system in 5 ECHO settlements in Sheki, Mingechevir, Yevlakh, Goranboy, and Guzanli.

    Objective 4: To support 400 families to improve their financial capacity through income generation activities in identified sites.

    Objective 5: To help 500 selected vulnerable households to improve their food security status through involvement in small-scale agricultural activities in Sheki, Yevlakh, Goranboy and Mingechevir for a period of 12 months.

6. State of implementation of operation: general explanation:

Objective 1: Programme planning exercises for the new ECHO programme which involved all programme staff took place. Certain criteria were developed under the related activities of each programme objective. This was followed by team field assessment visits, the goals of which were: to give background information about OXFAM and ECHO; to explain the new 1999/00 ECHO funded programme objectives and activities; to write brief reports on the results of the field assessment visits to the newly identified areas, taking into account any significant changes that have occurred in the areas since the preliminary assessments were made, or if there is any major problem which might affect implementation of the new programme.

Visits, advice, and support continued to the most active SC and AG. Assistance was given to a total of 16 groups who lodged applications with the Oxfam Small Grants programme.

Objective 2:

2.1 Identification of skilled and experienced people in the communities

To ensure that skilled and experienced people in the 16 newly identified areas are identified, Oxfams engineering team and community facilitators are trying through community approaches to gain a realistic understanding of individual capacity, to enhance participation in the on-going assessment process, and to evaluate the impact of such participation in future implementation planning.

2.2 Improvement of 8 small water schemes

Engineers and community facilitators have started a reassessment of the areas identified last year for the implementation of water schemes, thus experienced people in the communities have been approached and involved in the process of collecting data and taking decisions re the implementation. Meetings were held with the concerned communities in order to establish links and clarify their future responsibilities.

2.3 Construction of 150 pit latrines

Because of the limited number of pit latrines to be distributed, and the large number of IDPs and refugees awaiting this assistance, Oxfams engineering team and community facilitators have prepared preliminary selection criteria which will benefit the most vulnerable groups. Reassessment of the identified areas has been done in order to determine existing sanitation conditions and how to improve them.

2.4 Construction of 7 bathhouses containing 6 shower cubicles each

Bathhouses are going to be constructed either in areas where these facilities do not exist, or in remote areas which create an inconvenience to people which is mainly transport. Therefore Oxfams team have taken into account two essential factors for identifying these areas population, distance and availability of water. Using this opportunity skilled and experienced people were approached in order to know their opinion and determine their ability.

2.5 Provision of 250 small repair kits

To ensure that the most vulnerable get this assistance, Oxfams team has determined selection criteria to be used for identifying future beneficiaries. In addition, the local authorities of the 16 newly identified areas have been approached by Oxfams team, firstly to introduce them to our intentions and secondly to clarify the regulations established by the Cabinet of Ministers concerning migration forms for IDPs and refugees, which remains the biggest problem when carrying out distribution. This means that families are registered as having two residences in two different areas or families actually living in the identified area but not being properly registered in that area.

2.6 Public building rehabilitation

A partial assessment has been done in the concerned buildings with the aim of identifying and evaluating the outstanding work needed and estimating the costs of such rehabilitation. The assessment activities are still continuing and a data-base is being prepared in order to involve future beneficiaries in rehabilitation activities.

2.7 Provision of 50 sun/rain shelters

Assessment works under this activity continues to take place in the programme, selection of the locations for the implementation of 50 sun/rain shelters will be on the basis of criteria prepared by Oxfams team, with the assistance of the future beneficiaries and community leaders.

2.8 Provision of 8 community centres

The locations for these centres have been identified, in order to bring them closer to the settlement and facilitate access by their users regardless age, gender and disability.

2.9 Provision of 30 rubbish collection points

During this month, Oxfams team has identified the locations for these rubbish collection points according to certain criteria such as respect for a clean environment and improvement of public health.

2.10 No training sessions organised as yet.

2.11 Provision of maintenance training on water supply and bathhouses

Given the priority of maintenance and management for the sustainability of these systems, Oxfams engineers assisted by the community facilitators will hold training sessions for newly identified communities and ensure an information flow during the implementation of these water systems.

2.12 Assessment of materials needed will be done once community centres are constructed.

Objective 3: A 12 month work plan was developed and the position of Health Programme Officer was advertised. Relevant initial information on this programme objective was given by the Community Facilitators during the field assessment visits to programme areas.

Objective 4: The Income Generation Facilitator who also participated in the joint field assessment visits to new communities gave relevant information on the local production and small grant components of the new ECHO programme.

Two carpenter groups with grants from the ECHO 1998/99 programme participated in an exchange visit to Agjebedi with similar IRC supported groups, to share their experience and determine future directions.

Objective 5: The agricultural specialist was also involved in programme planning of the new ECHO project and joint field assessment visits.

7. Recipients: characteristics of recipients reached:

During the joint field assessment visits, programme staff concentrated their discussions on the needs of vulnerable IDPs and refugees like women headed households, the elderly, the disabled and large families, who will be targeted in the new ECHO 1999/00 programme.

III. CONCLUSION

Programme planning for the new ECHO project was carried out. Oxfam programme staff conducted joint field assessment visits to the newly identified areas and this is going to be completed in August.

The results of the Programme Review were discussed and were taken into account in the new programme planning process.

NOVIB:

This month the Savings and Credit team commenced an evaluation to review the status of current groups. A disturbing trend appears to be developing given that there are a range of slight to serious loan repayment problems with at least 6 groups, whereas previously the number of problems was limited to an average of 1 per month, if that. The team's assessment of the situation is that, given the lack of new capital available for the rest of the year due to NOVIB's decision to fund salaries and minimal expenses only until the end of December 1999, groups are starting to lose their own morale and confidence in Oxfam. If Oxfam cannot meet its side of the obligations mentioned in group constitutions, it is easy to see why groups are also starting to lose interest in keeping their side of the agreement.

OTHER ACTIVITIES:

A new PM was recruited and will be arriving at the end of August.

A recruitment process commenced for the positions of office manager, engineer, health programme officer and warehouse manager.

CC attended interagency meeting in Baku, PO attended field interagency meeting in Agcebedi, Senior Engineer attended interagency non-food meeting in Baku, CF Zohrab attended a meeting in RI Baku office to discuss the RI library project, Agriculture specialist attended the agriculture interagency meeting organised by CAD.

Upon the request of AED, 4 community (SC) leaders and 2 programme staff were recommended for the Training of Trainers courses.

Further work was done on the DFID proposal.

The Regional Representative visited the Barda office for 2 days.
