Brief information about the number of IDPs and refugees in
the Republic of Azerbaijan and the government structures involved in the solution
of their problems
As a result of the methodically conducted ethnic cleansing policy of Armenia
during 1988-1992, 250,000 Azerbaijanis, who historically lived in that territory,
were forcedly deported from their native land and came to Azerbaijan.
At the same time, 50,000 Mesketians, exiled from Central Asia in 1990, found
refuge in Azerbaijan.
As a consequence of military aggression of Armenian armed forces in 1988, 20%
of Azerbaijan territories-Mountainous Garabagh and 7 adjacent regions-were occupied,
and 60,000 Azerbaijanis of Mountainous Garabagh and more than 600,000 fellow-countrymen
from surrounding regions lost their permanent residences and were temporarily
settled in more than 1600 shelters within 62 cities and regions of the country.
Moreover, due to this encroachment, 100,000 Azerbaijanis living in territories
adjoining with Armenia such as the Autonomous Republic of Nakhchivan, Agstafa,
Gazakh, Tovuz, Agjabadi, Gadabay and Tar-Tar regions were forced to leave their

The State Committee for Refugee and IDPs was established to resolve their problems.
To centralize management of all the problems, the Deputy prime Minister / Chairman
of the State Committee position was created within the Cabinet of Ministers,
by decree of the President of the Republic of Azerbaijan dated November 18,
1998. The Department for Problems of Refugees, IDPs and Migration was created
at the Cabinet of Ministers, with the same decree. Along with the problems of
refugees and IDPs, implementation of the projects on reconstruction of houses,
establishment of settlements, repatriation, rehabilitation in the territories
librated from occupation, as well as the migration issues are coordinated by
the above-mentioned State structures.
The Republican Commission on International Humanitarian Assistance was established,
with the President of the Republic of Azerbaijan's decree #144, dated January
15, 1995. This Commission, headed by the Deputy Prime Minister, The Chairman
of the State Committee for Refugees and IDPs, Mr. Ali Hasanov, includes relevant
ministries, committees, heads of firms, and representatives of the relevant
According to its regulations, the Republican Commission on International Humanitarian
Assistance coordinates the activities of local and international humanitarian
organizations in Azerbaijan. This includes their registration with appropriate
authorities, visa, taxes, legalization of the humanitarian cargoes, which enter
the country without taxation and customs duties, based on "The Rules on
acceptance of the humanitarian assistance in the Republic of Azerbaijan; its
registration, sharing and distribution", their acceptance without service
fees, distribution. At the same time, it also includes analysis of the social
problems of refugees and IDPs, as well as vulnerable population by the government
and international humanitarian organizations, identifying their ways of solution,
carrying out urgent measures, providing the IDPs with food, non-food goods,
shelter, health, education, micro-credit, creation of jobs to help them to be
self-sufficient, the implementation of other important projects, with the purpose
to eliminate poverty, rehabilitate the communication lines, water and gas pipelines
and social buildings in regions of compact settlements, and directing community
development projects, and other issues in a centralized form with appropriate
executive authorities of the government.
In connection with the solution of problems of IDPs and refugees and with the
considered projects, regular discussions are held with the ambassadors of foreign
countries, representatives of donor agencies and heads of international humanitarian
organizations and appropriate decisions are adopted.
International and local NGOs operating in Azerbaijan are submitting detailed
reports on their activities and expenditures to the Republican Commission for
International Humanitarian Assistance in writing, receiving advanced approval
for their future projects and fields of operations. In connection with the solution
of problems of IDPs and Refugees, the work done by the government and the international
humanitarian organizations are discussed and future activities are identified
in the meetings and workshops, with their participation and planned projects
are implemented, after being approved by relevant government authorities.
