 Report - Diakonie Emergency Aid (DEA)

1. Greenhouse Distribution Program

The collecting of the list of IDPs registered in the different locations in the regions of Agcabedi and Beylagan was accelerated by hiring a third enumerator. During July, the registration lists were all collected except for three locations. The chairmen of the department of IDPs of the local executive committees have been requested for assistance in this matter. All lists collected have been copied and returned to the local authorities. The pre-selecting of possible beneficiaries of greenhouse and gardening equipment as well as the monitoring of the pre-selected families has started and will continue for the coming 4 weeks.

2. Greenhouse Agricultural Extension Program

With the arrival of Dr. John Lamers, the set-up of an agricultural extension program has commenced. The intention of this program is to support the greenhouse beneficiaries of the former Diakoni greenhouse program with knowledge about the optimal use of the equipment received. It has been decided that this program part will not distribute any commodities nor new greenhouses during the duration of the project. The activities will be restricted to service rendering in the field of technical advice. Much time has been spent to identify extension (male as well as female) staff who live in the region. As soon as the selection procedures have been completed, the staff will receive first a basic training in extension and group extension approaches. The preparation of extension training material for extension staff is on-going.

3. Community Development program

A technical-oriented assessment of the 19 rehabilitated wells in Ter-Ter region has been completed by Diakonie staff. The monitoring and evaluation showed that of the 19 wells rehabilitated 6 are still in function whereas 5 are back into function after being repaired. The reason for the dysfunction of the pumps could not be determined. Yet, it is very likely associated with improper management as well as technical failures in the electricity supply system. The repair activities were organised and pay for by the users communities. The remaining 8 pumps are out of order. Diakonie staff will focus on seeking alternatives in close collaboration with the users communities. It has been decided that no further well rehabilitation will be conducted untill further notice.

4. Miscellaneous

  • Diakonie Emergency Aid, Azerbaijan received instructions from Diakonie Head quarters to assist in the assessment of the damages provoked by the recent flooding in Azerbaijan. The German Embassy was informed about this request, and hence they informed the State Emergency Commission of Azerbaijan. In collaboration with local authorities, other humanitarian aid organisations, and own field surveys, Ms. Beate Schoreit, Diakonie representative, and a locally hired consultant completed the assessment in 7 regions within 13 days. In line with latest announcements of the government of Azerbaijan, the interventions proposed focus on the rehabilitation of water supply systems and housing. Priority will be given to ease the situation of IDPs and social vulnerable groups. The proposal has been forwarded, as requested, to Diakoni head quarters in Germany. Upon arrival, their response will be communicated to the German embassy, who we will ask to co-ordinate further information flow.
  • The installation of the new office in Agcabedi has been completed. A major problem is the electricity supply. A solution has not been found.
  • Diakonie staff has attended to several inter-agency field meetings in Baku as well as in the regions (Agcabedi). In addition, Diakonie representatives were present at several meetings concerning the information exchange on the floodings.
  • Information on the solar radiation in Kly (Sonneneinstralung) both in the region of Agcabedi and Beylagan has been received, after submitting a written request, from Mr. Mansimov Mirzakham Rzakhan oglu, Vice-Chairman of the State Hydrological Committee of Azerbaijan Republic. This information is most welcome to determine the quality of the plastic sheeting necessary for the greenhouse distrinbution project and consequently the selection of the plastic sheeting.
  • The report on the experiences of the well rehabilitation program prepared by Gary Hopf has been completed and multiplied. All Humanitarian organisations as well as other interested programs have been informed that a full copy of the report is available at Diakonie offices in Baku and Agcabedi. Three official requests have already been satisfied. Diakonie intends to translate the report in part into Russian in order to make it accessible to local authorities.
  • John Lamers, the newly arrived Diakonie principal staff has commenced his introduction to the national and local authorities as well as to the NGO humanitarian Aid Community. Dr. Lamers will share project responsibilities with Ms. Beate Schoreit
