Brief Report on Human Rights Protection ToT training in Baku


We would like to inform you Azerbaijan Young Lawyers Union (AYLU) and Association of Young Azerbaijani Friends of Europe (AYAFE) in cooperation with the Society for Humanitarian Research from September 2004 started the project Youth Human Rights Network. The project supported by US Embassy in Baku.

The aim of the Project:

Mobilizing of efforts of youth within the Human Rights Youth Network for improvement of the situation with human rights in Azerbaijan through the Enlightenment on Human Rights and Human Rights Protection activity in 6 regions of Azerbaijan.


ToT training


On February 23-24, 2005 ToT training on Human Rights Protection issues had been conducted for the members of Mobile Groups created in 5 regions and Baku. Totally, 20 Mobile group members were participated and get certificates at the training conducted at AYLU office.

Participants were from Baku, Guba, Ismayilly, Mingechevir, Sheki and Lenkoran regions. The average of participants was 23-24 years old. 35% of participants were females.


The following issues were discussed at the training:


-         Human Rights Networking

-         Human Rights Protection Mechanisms:

-         Court Instances,

-         Constitutional Court,

-         Ombudsman,

-         European Court of Human Rights,

-         Refugee and IDPs rights,

-         Work with volunteers,

-         Human Rights Monitoring,

-         Preparation of Human Rights Reports.


The following methodologies had been used:


-         Lectures,

-         Workshops on Preparation of Suits, Complaints

-         Brainstorming

-         Interactive works in Groups and presentations

-         Theoretical (laws) and Practical examples (cases etc.)


The trainers and topics were:


Nadir Adilov Networking, (chairman of AYLU)

Murad Yahyayev National Human Rights Remedies (Head of Legal Trainings Department)

Ramil Isgandarov Ombudsman and International Human Rights Mechanisms (Deputy Chairman of AYLU)

Asif Ismayilov Work with Volunteers, (Chairman of AYAFE)

Avaz Hasanov Human Rights Monitoring and Reporting (Director of SHR).




The participants gained a significant knowledge on above mentioned topics and the Plan of Action for the next stage of the project had been elaborated among Mobile Group members. It has been decided that after the Baku training the members of Mobile Groups will try to extend the number of young people to be involved to the Youth Human Rights Network, to organize human rights protection measures in regions among vulnerable strata of population as well as to monitor the situation with human rights and to prepare the Report on human rights situation in regions with the special emphasize to the youth rights issues. The report will be ready by the April and the final Evaluation meeting will be conducted in Baku on April 2005.
