AZERBAIJAN

In May , for the first time the protection team of the Baku delegation of the International Committee of the Red Cross (ICRC) visited persons deprived of their freedom serving their sentences in Sumgait, Sabirabad, Ali Bairamli towns. Other follow-up visits were made in colonies #17, #4, Gobustan prison, Central Penitentiary Hospital, SIZO under the responsibility of the Ministry of Justice and Ministry of National Security respectively and 3 IVSs (isolator for temporary detention) of the Ministry of Interior. The visits were conducted in accordance with the ICRC's standard working procedures. They include private interviews with detainees and discussions of problems raised by the detainees with the authorities. 

On 14 May, the joint ICRC and Ministry of Justice two-week evaluation of TB project started in colony #3. The evaluation was aimed to assess quality of diagnostic and treatment procedures carried out by the Ministry of Justice medical staff. Based on results of the evaluation, the ICRC will work out recommendations to be presented to the corresponding authorities for the improvement of the work and its efficiency.

In the framework of the tuberculosis control project inside the penitentiary system conducted by the Ministry of Justice with the assistance of the ICRC, 570 detainees are presently under DOTS (Directly Observed Treatment Short Course) treatment.

During the one-month period the Orthopaedic Centre, operated jointly by the Ministry of Labour and Social Protection and the ICRC, housed 34 patients in its dormitory and delivered 32 prostheses ( 5 out of them for mine victims) plus 68 orthoses. 25 patients were supplied with crutches and sticks. The Orthopaedic Centre was visited by 82 persons. 

The ICRC Pedagogical programme team continued to hold meetings with secondary schools teachers in Baku and Guba briefing them on the newly published book in Azeri "Your World, My World" for 6th form students. Performances by the Azerbaijan State Pantomime Theatre of "Mangourte" by Chingiz Aytmatov, which figures in the above-stated textbook, were conducted in the schools to encourage the students' interest. 
The book focuses on the promotion of humanitarian values such as humanity, charity, friendship and tolerance among the students and encourages of their interest in the rules of International Humanitarian Law (IHL).

In May, the ICRC Communication Department participated in the seminar on tracing and dissemination for the Azerbaijani Red Crescent Society's (AzRCS) co-ordinators of urban and rural districts of Lankoran and Sabirabad. The ICRC team made a half-day presentation on the ICRC activities in Azerbaijan and focused on the ICRC Pedagogical programme. The AzRCS will assist the ICRC in promotion of the new textbook in the schools over the country from the new academic year. 

The ICRC sponsored the translation into Azeri and publication of the following texts on International Humanitarian Law (IHL):
-"Compendium of case-studies on IHL" by Horst Zeibt,
-"ICRC. The unique institution" by Jean Pictet, 
-"Protection of journalists in dangerous missions" by Hans-Peter Gasser. 
All the publications are available free of charge at the ICRC Baku delegation.

ICRC local employee wounded in Chechnya

Moscow (ICRC) - On 29 May, around 4.30 p.m., a local employee of the International Committee of the Red Cross (ICRC) was wounded at a checkpoint manned by federal forces at Staropromislovsky, on the outskirts of Grozny, after an ICRC vehicle clearly marked with a red cross emblem was stopped for a routine inspection. In circumstances that remain to be elucidated, shots were fired and the ICRC employee, Arbi Israilov, was wounded in the stomach. Mr Israilov was later admitted to Hospital No. 9 in Grozny and successfully operated on that evening. On 30 May in the morning his condition was stable. The ICRC mission in Nalchik, in the northern Caucasus, and the ICRC delegation in Moscow immediately contacted the Russian authorities and asked them to open an enquiry. For the time being, the ICRC, deeply concerned about the difficulties encountered in carrying out its humanitarian work in Chechnya, is seeking to elucidate the circumstances of this incident with the Russian authorities. It has also decided to suspend all activities and travel in Chechnya until clearer information has been obtained regarding security conditions. The ICRC extends its best wishes to Mr Israilov for a full and speedy recovery.The ICRC has been working in the northern Caucasus, particularly in Chechnya, since 1993. Since the killing of six ICRC delegates in Novye Atagi on 17 December 1996 and the abduction of an ICRC delegate in 1999, most of the ICRC's work inside Chechnya has been carried out by local employees backed up by expatriates who conduct ad hoc missions on the spot. As part of its humanitarian activities for victims of the conflict in Chechnya, the ICRC visits detainees and, with its partner the Russian Red Cross Society, provides medical assistance and carries out water distribution programmes for over 50,000 beneficiaries and food programmes for around 30,000 vulnerable people. The two organizations also assist approximately 170,000 displaced persons throughout the northern Caucasus. The ICRC currently has 12 expatriate delegates and 440 local employees based in the region.

Red Cross Society of Bosnia and Herzegovina recognized as 177th National Society 

Geneva/Sarajevo (ICRC) - During its session of 8 May 2001, the International Committee of the Red Cross (ICRC) recognized the Red Cross Society of Bosnia and Herzegovina as the 177th National Society member of the International Red Cross and Red Crescent Movement. The Red Cross Society of Bosnia and Herzegovina is one of the rare national organizations in Bosnia-Herzegovina created by the shared determination of its members from all over the country to overcome the divisions caused by war. With its network throughout the country, it provides a range of vital humanitarian services for a population struggling to cope with the aftermath of the conflict, economic hardship and a difficult process of reconstruction.The Society's main activities include home care, mine-awareness programmes, first-aid training, tracing of missing persons and support for their families, blood collection, Red Cross Youth activities, prevention of drug abuse, HIV/AIDS-awareness campaigns and community health projects.This work is carried out by 6,800 volunteers and 375 paid staff in 155 branches throughout the country. The Red Cross Society of Bosnia and Herzegovina encompasses two entity Red Cross organizations - the Red Cross of the Federation of Bosnia and Herzegovina and the Red Cross of Republika Srpska - under a common National Assembly and Presidency.The Society's Presidency is chaired by three persons, one serving as chairman and the other two as co-chairs. They rotate among themselves every eight months. The current chairman is Dr Midhat Haracic; Ms Adela Skaro and Mr Brano Dursun are the co-chairs.

Colloquium on humanitarian law

The Algerian Red Crescent, with the support of the ICRC, held a colloquium on international humanitarian law in the Palais de la culture, Algiers, on 19 and 20 May.This was the first humanitarian law event to be held in Algeria since violence there started over 10 years ago. The colloquium's aim was twofold: to pool the efforts of organizations concerned by humanitarian law and humanitarian endeavour, and to emphasize the importance of humanitarian rules that set limits on violence. Most Algerian speakers stressed the close links between the country's history and humanitarian values.The colloquium was chaired by the President of Algeria and attended by representatives of the authorities, NGOs and nationally and internationally renowned Algerian humanitarian law experts, such as Mohamed Bedjaoui, former Minister of Justice and member of the International Court of Justice in The Hague, of which he is also a past President. The ICRC sent a large delegation, led by Ms Anne Petitpierre, one of its Vice-Presidents.
