Əmək və Əhalinin Sosial Müdafiəsi Nazirliyi Məşğulluğa Dəstək Layihəsini həyata keçirmək məqsədilə Dünya Bankından cəlb edilən maliyyə vəsaitlərinin bir hissəsini məsləhət xidmətlərinin satınalınmasına yönəltmək niyyətindədir. 

Məsləhət xidmətləri ("Xidmətlər") Xüsusi təlim modullarının hazırlanması və yenilənməsi və müvafiq təlimlərin təşkili, ÖMP-nın həyata keçirilməsi, mentorluq xidmətlərinin göstərilməsi üzrə, 55 ay ərzində icra olunmaqdan ibarətdir (2021 Mart ayında başlayacağı gözlənilir).

Əmək və Əhalinin Sosial Müdafiəsi Nazirliyi / Məşğulluğa Dəstək Layihəsi, uyğun məsləhətçi şirkətləri qeyd olunan xidmətlərin təmin edilməsində maraqlı olduqlarını bildirməyə dəvət edir. Xidmətlərin həyata keçirilməsində maraqlı olan məsləhətçi şirkətlər müvafiq təcrübə və ixtisaslarını göstərən məlumatları təqdim etməlidirlər. Qısa siyahıya düşmək üçün meyarlar: . Maraqlı olan Məsləhətçilərin diqqəti Dünya Bankının iyul 2016, 2017-ci il noyabr və 2018-ci il avqust aylarında yenidən baxılmış ("Satınalma Qaydaları"), İyul 2016-cı il tarixli “İLM üzrə Borcalanlar üçün Satınalma Qaydaları” sənədinin Bölmə III, 3.14, 3.16 və 3.17-ci bəndlərinə yönəldilir ki, bu da Dünya Bankının maraqların toqquşmasına dair siyasətini təyin edir.

Məsləhətçi şirkətlər öz ixtisasını artırmaq üçün əməkdaşlıq qura bilərlər, lakin dərnəyin ortaq müəssisə və / və ya sub-konsultasiya şəklində olub olmadığını aydın şəkildə göstərməlidirlər. Birgə müəssisə olduqda, ortaq müəssisədəki bütün tərəfdaşlar seçildiyi təqdirdə müqavilə üzrə ortaq və ayrı-ayrılıqda öhdəlik daşıyırlar.

Məsləhətçilərin seçim prossesi Satınalma Qaydaları ilə müəyyən edilmiş Məsləhətçilərin keyfiyyət və qiymətə əsaslanan seçim metoduna uyğun olaraq keçiriləcəkdir.

Əlavə məlumatı iş saatı ərzində (Bazar ertəsi-cümə günləri saat 09:00-dan 18:00-a kimi) aşağıda göstərilən ünvandan əldə etmək olar.

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Development and update of special training modules and organization of relevant trainings, Implementation of SEP program, and Involvement of Business integration experts and assessment

The Ministry of Labor and Social Protection of Population has received financing from the World Bank toward the cost of the Employment Support Project, and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include Development and update of special training modules and organization of relevant trainings, implementation of SEP program and providing of mentoring services, with 55 month of implementation period (expected to start about March 2021).

The Ministry of Labor and Social Protection of Population / Employment Support Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Experience in design and implementation of self-employment and employment projects in particular targeting vulnerable populations; Experience in design and delivery of business, soft skills trainings, financial literacy, and technical trainings in the required fields; Experience in conduction of training, mentoring and follow up services for SEP  implementation; Experience in development of Vocational Training modules; Experience with design and implementation of social assistance and activation programs; Regional experience or at least experience in similar regions and circumstances. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection method set out in the Procurement Regulations.
