Vacancy: Procurement and project management specialist

Project duration: National expert (4 person month)

Requirements:

 

• A university degree in engineering;

• At least 7 years of experience in project management, and procurement and consulting services of ADB- or World Bank-financed projects;

• The specialist will have rich knowledge and understanding of ADB policies and guidelines on monitoring and evaluation, procurement, and consulting services;

 

Specifically, the specialist will:

1. assist the executing and implementing agencies in answering the procurement-related questionnaires, carry out strategic procurement planning including procurement risk assessment for the executing and implementing agencies to undertake procurement and consultant recruitments envisaged under the project;

1. prepare a strategic procurement plan, including detailed procurement packages, costs, and the procurement method, and timeline for each contract;
2. assist in preparing implementation schedule and developing the DMF and project monitoring and evaluation system for the project;
3. assess the capacity of the executing and implementing agencies for project implementation, and prepare training proposals to be included under the project;
4. Prepare bidding documents for irrigation schemes with advance design for first year implementation;
5. advise on the preparation of a contract management plan to be submitted to ADB for approval before contract finalization;
6. provide necessary training to the staff of the executing and implementing agencies on project management, procurement, and consulting services; and
7. undertake other tasks as deemed necessary by the team leader.
