Tender No: ITB/FAOAZE/2018/009 Dear Sir/Madame, The Food and Agriculture Organization of the United Nations (FAO) is an intergovernmental Organization with more than 194 member countries. In preparing your bid, you should take into account the international status and activities of FAO by submitting your best commercial terms. You should also be aware that FAO enjoys certain privileges and immunities, which include exemption from payment of Value Added Tax ("VAT" or "IVA"), customs duties and importation restrictions. The Food and Agriculture Organization of the United Nations intends to award a contract for special services, specifically: “CONSTRUCTION OF THE PASSAGE WAY OVER THE CANAL, SITUATED IN THE SHORSULU VILLAGE OF THE SALYAN REGION” and you are hereby invited to submit your best proposal. The following procedures have been established by this Organization for the award of this contract: 1. Procedures 1. A certain number of firms is being invited to submit proposals and this Organization intends, without having committed itself in any way to any of the firms it invites, to award the contract to the firm which it considers as having submitted the best proposal; 2. In submitting your proposal, you are supposed to have considered all aspects relevant to the performance of the proposed contract and to have obtained all necessary information and data as to risks, contingencies and other circumstances, which may influence or affect your proposal. 3. It is understood that all documents, calculations, etc. which may form part of your proposal will become the property of the Organization who will not be required to return them to your firm; 4. All costs incurred to prepare your bid have to be borne by you; this Organization will not be liable to reimburse any or all of such costs; 5. The Organization reserves the right to publish the details of awards; including supplier name and country, total Contract value and a brief description of the works or services. In all cases, unsuccessful bidders will be notified. 2. Experience and Organizational Capacity of the Company a) Bidders should present a brief company profile by stating the year of establishment, working languages, area of expertise, address and contact numbers of the main office and branch offices (if any) etc. b) Bidder should provide an updated list of clients which relevant services have been performed over the last 3 years, preferably international organizations or corporations and state institutions and agencies (see attached Form 2). c) Bidders must provide an analysis on the workload of their company and explain their management capacity with reference to the services requested. 2. Technical Capacity of the Company a) List of technical equipment that can be provided by the bidder. 3. Personnel Personnel submitted must have at least 3 years’ experience in this field. 4. Evaluation Weight of the technical component is 70 %, whereas the financial component has 30 % weight on the final evaluation results. | |Max. Bidders with a score below the minimum required will be disqualified. The Technical Proposal represents 70% of the overall evaluation. The Rating of the Technical Proposal (TP) will be obtained through the following formula: TP Rating = (Total Points Obtained by the Tech. Prop. / Max. Obtainable Points) x 20 The Financial Proposal represents 30% of the overall evaluation. Offers will be evaluated according to the pricing information provided through Appendix 5 (Price Proposal) for the total costs for all activities detailed in Annex I of the Contract (Terms of Reference). The Rating of the Financial Proposal (FP) will be then obtained through the following formula: FP Rating = (Lowest Priced Proposal / Price of the Proposal Being Reviewed) x 80 The contract will be awarded to the offer with the highest Total Combined Score, which will be obtained through the following formula: Total Combined Score = TP Rating + FP Rating FAO further reserves the right to consider, and disqualify firms based on, financial stability of the Company, documented prior poor performance, including but not limited to poor quality of services provided, late delivery and unsatisfactory performance. 4. Completeness of Proposal Proposals will only be considered if they contain all of the above information and documents and observe the provisions of the enclosed contract as otherwise it will not be possible to evaluate them on an equal basis. Since this Organization is not allowed to sign contracts which do not specify its maximum financial liability, proposals which do not allow us to calculate such liability may be rejected. 5. Participation by FAO You should examine carefully the nature and extent of the participation by the Organization in the schedule of the contract performance as set out in Annex V of the enclosed contract since such contract assumes that all other requirements for its successful completion are provided at the cost of the Contractor. You should therefore state in the appropriate space provided in the "Proposal Summary" (Part II) any additions or modifications of the said Annex V which you suggest for a satisfactory performance of the contract. 6. Currency of Proposal and of Contract Your proposal should be expressed in Azerbaijani Manat as the rules of the Organization only allow for payments to be made in this currency. 7.
