Project information
Brief information about the programme.
“Economic and Social Participation of Vulnerable Displaced and Local Population in the Caucasus” (EPIC)” program is implemented by the Deutsche Gesellschaft für internationale Zusammenarbeit GmbH (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It aims at economic and social empowerment of vulnerable internally displaced persons, refugees and members of local population by enhancing their employability, facilitating business start-ups, supporting existing businesses and empowering communities. Participation and empowerment of young people and women is a priority also reflected in the project’s indicators. This is both applicable to the economic and social empowerment, therefore, a cross-cutting issue across all project’s components.
The project is closely cooperating with the State Committee for the Affairs of Refugees and Internally Displaced Persons and the Social Fund for the Development of Internally Displaced Persons (SFDI). The project applies pilot approaches through the following objectives:
Improve the capacities of the public sector, in particular of the host communities, in order to promote the economic and social participation of vulnerable IDP’s, refugees and members of local population;
Increase the employability of vulnerable IDP’s, refugees and members of local population, especially young people;
Improve business development opportunities for vulnerable IDP’s, refugees and members of local population;
Capacitate vulnerable IDP’s and members of local population, especially young men and women and their organizations in Georgia and Azerbaijan to promote positive change in the context they live in.
Employability and business development
“Entrepreneurship Shuttle” and “Employment Shuttle” approach are developed by Action Against Hunger (AAH) and successfully applied in various countries. Employment and Entrepreneurship Shuttles are six-month training aimed at personal, professional and vocational development of the participants. A shuttle consists of 25 unemployed, motivated vulnerable IDP and local population representatives guided by a coach to develop their skills, knowledge, professional competences and networks that will allow them to find a job or launch own business. Up to 30 hours per week, the ‘shuttle’ provides participants with a common space, peer support, empathy, solidarity and motivation that unites the group and enables them to develop their social skills, improve their self-esteem and employability respectively their key entrepreneurial competences.
The beneficiaries identify their development needs and work to achieve these goals as a team using coaching support, team-based learning, corporate volunteering, mentoring, internships and soft-skills development. We also promote entrepreneurism through the development of business skills, financial literacy, different business models, including social entrepreneurism and an understanding of fair practices, labor codes, rights and obligations. As a result, participants have greater skills, experience and confidence to find a job, open their own business or get back to education.
The coaches are trained by international experts in the approach, methodology and supported with implementation throughout the project period. We also provide technical capacity development trainings to the beneficiaries of the shuttles and already established existing business in the target regions.
Two employment and two entrepreneurship shuttles are organized in parallel – one in Mingachevir, two in Barda and one in Aghdam districts. Four new shuttles are organized in two consecutive cycles.
In community mobilization, we apply a grassroots campaign promoting local engagement in non-profit and community-oriented activities reaching out and empowering beneficiaries based on five elements:
grassroots approach to motivating and mobilizing community;
offering a space for the community members to develop and implement their own ideas;
involving (local) stakeholders and authorities in the empowerment of the community;
Development of capacities and empowerment of the engaged community members to enable them initiate and lead implementation of their own initiatives;
Support institutionalization/structuration and organizational development of the empowered community.
